Communications Systems Division (ST-CO) JOB DESCRIPTION Job Title: Strategic Buyer Date Last Reviewed: February 2012 Department: Purchasing (ST-CO/PUR) FLSA Status: Exempt Career Band: E4 Reports To: Manager, Strategic & Business Unit Communications Systems Purchasing Location: Burnsville, MN Job Purpose: Drive continuous improvement in supplier performance in the areas of cost, quality, delivery, lead-times and inventory management and exposure, through the Supplier Qualification and Development process, with the ultimate goal of developing a World-Class Supplier Base that supports manufacturing, business unit and overall business objectives. Job Scope: Overall sourcing and supply base management responsibility within applicable national and/or global strategic spend categories including benchmarking suppliers on cost and capability to assure overall competitiveness: • No budgetary or supervisory responsibilities. • Lead cross functional teams as it relates to purchasing initiatives. Essential Functions: Develop and execute an annual strategic plan to address the following areas: • Contract negotiations including pricing, terms, lead-times, inventory programs and liabilities (30%) • Supplier Pyramid management and supply base optimization including sourcing. benchmarking and supplier reduction (20%) • Develop and manage cost improvement teams, consisting of engineering, purchasing and quality representatives to carry out Purchasing Concept Savings projects (20%) • Supplier audits & business reviews to assess overall supplier performance, continuous improvement, process capabilities, supply and pricing risks, etc (10%) • Development and implementation of purchasing related procedures (10%) • Support of various lean and continuous improvement objectives (10%) Performance Measurements: • Supplier Performance Index including total cost performance, quality, delivery, lead-time and overall service. • Purchase Price Variance within given spe
Job Requirements :
Job Requirements: • Bachelor's of Science in Business Administration (BSBA) or related field, or equivalent blend of education and work experience. • Minimum 5 years purchasing, strategic procurement/commodity management and/or materials management experience • Minimum 5 years experience in sourcing in the areas of mechanical components, electronic and electro-mechanical components, contract manufacturing, loud speaker and various acoustic components, packaging and hardware along with some technical knowledge within a given spends category. • Strong and Proven negotiation and communication skills • Strong project management skills and ability to manage multi- departmental commodity teams to support sourcing, cost reduction and spend consolidation • Strong understanding of how to manage a supply chain and how to identify and improve the various cost elements within the supply chain. • Ability to draft and negotiate long-term Pricing and Supply Contracts • CPM, NAPM and/or APICS certifications preferred • Experience with Lean and Six Sigma preferred • Command of the English language and ability to speak Spanish is preferred.
