Information Security Consultant (Job Number:5804)

Description

This is a full time, individual contributor position with no direct reports

Job Summary:

Develops and maintains the overall information security program and framework for Blue Cross and is responsible for the information security infrastructure and processes throughout the organization, assuring the confidentiality, integrity and availability of corporate and personally sensitive information. Coordinates the installation, testing, and maintenance of high impact security hardware and software solutions and identifies solutions to address risks presented by business applications and infrastructure to the security posture of the company. Works with Blue Cross employees, customers, business and IS teams to design, deploy and sustain agile, robust and highly available environment. Serves as an internal information security consultant to the organization. Provides user, second level, and application, security support, and 24 X 7 on-call support.

Accountabilities:

1. Leads, creates, manages, and participates in the analysis, planning, design, implementation, and maintenance of software and 3rd part products pertaining to Blue Cross's information security environment.
2. Leads the integration of new software and hardware into current system and tests to ensure accuracy and efficiency. Provide operation and user training in the use of the new and modified hardware and software and document instructional or implementation guides as needed.
3. Supports, refines and documents the methodologies, processes, procedures and measurements used in support of information security
4. Creates and maintains a working relationship with business partners, business units, IS teams and vendors.
5. Coordinates with business support personnel to solve hardware / software problems or install, maintain or modify software or hardware. Follows standards to support Problem and Change management processes.
6. Analyzes existing, new, and emerging technologies for appropriateness, fit, and functionality with our current technologies, and our strategic plan. Interfaces with vendors to assess their competency and ongoing support abilities and integration in our security framework. Design corporate security controls into the provide solutions.
7. Works closely with IS teams including but not limited to Engineering, Architecture, Operations, Network, and Capacity Planning, to establish and operation solutions within the Information Security framework and in resolution of security impacting issues.

Qualifications

Required Qualifications:

1. Bachelor's degree in Computer Science, MIS, Technology or related field and minimum of 6 years IT security experience, or 10 years IT security experience if no degree.
2. Must have a clear understanding of current data security theory and design, including Identity and Access management and Architecture.
3. Knowledge in one of the following areas and the ability and motivation to learn the others:

- Web Access Management Tools (Tivoli Access Manager, Oracle Access Manger, Sun Access Manger, SiteMinder etc...)

- Federated Single Sign-On Tools (PingIdentity, Tivoli Federated Identity Manager, Open-ID, etc...)

- Directories (Microsoft AD, Novell eDirectory,Tivoli Directory Server, etc...)

- XML Gateways (DataPower, Layer7, Sarvega, etc...)

- Scripting skills (C#, Java, Pearl, etc...)

4. Proven understanding of Role Based Access Controls (RBAC).

5. Understanding of HIPAA, SOX, PCI, and GLBA regulations

6. Excellent human relations/leadership, time management, customer service, and communications skills

7. Strong analytical and organizational skills

8. Demonstrated ability to develop new skills or improve existing skills to keep up with advances in data security and be able to learn and adapt to new products and technologies

9. Demonstrated ability to work independently, initiating and implementing technology and process solutions.

10. Demonstrated ability to translate technical security issues into appropriate audience language.

11. Demonstrated effective negotiation skills

12. Proven ability and commitment to being discreet, tactful, timely, and operating judiciously when addressing internal and external customer needs.

Preferred Qualifications:

1. CISSP certification preferred.
2. Thorough understanding and knowledge of Blue Cross business and information technology strategy and processes
3. Background and experience in multiple security concepts, and technologies.
4. Advanced technical knowledge of mainframe or distributed environments
